Why is it acceptable to issue a driver license to someone who has taken the written test in another language?

Note: All of our road signs are in English.

Their language doesn't affect their ability to drive. And even though all of our road signs are in English, they're the same shape and color as corresponding signs worldwide.

A stop sign in Italy will say "Alto," but it'll be red and octagonal, just like a stop sign here.

Just because one doesn't speak English doesn't mean he can't drive. Look at our signs - each is very distinguishable from the other - Stop - yield - curve in the road... Once learned, they are easy to remember which is which. The only difficulty would be place names and exits. And that's their problem.
