Just an amaetuer auction website: Stuff2sell.org.
Probably not fraud, but has no members, no listings, probably no visitors! And I wouldnt be surprised if you was the owner!

A website installed from DotComBuilder or DotComBuilding.
If your going to run one, at least make it niche, and have a marketing plan, committment, time, and money.
Your competing with eBay at the end of the day.
Its not hard to get the website, running it is hard! With hosting services from http://www.digitalracks.com and website services from http://www.dotcombuilder.com anybody can do it.

Probably legit, though no members. There are other sites that let you list for free, and have members, such as http://www.whyabe.com
