you have to kill the elite4 first and have 60 pokemon,after the credits, oak will give you a national dex so fly to the port and go to one island, talk to bill's friend and he will give you a rainbow pass so you can go to 4,5,6,7 islands

First beat the elite four,Second get at least 60 different types of pokemon,Third go to professer oak he will tell you do go to bill's friend to do a quest for him,Fourth finish the quest,Fifth you can now acess the sevii islands.

if your in a certian mission continue it but if your not you have to get THE ruby and THE saphire (they appear as items but when you put them in your bag it says got ruby(or sapphire) just look up (Fire Red how to get ruby & sapphire on google) ^-^
