Well, there are a few flying car designs that make sense, and appear to be coming available. My neighbor is building this one.

And it doesn't require changing FAA infrastructure, and still requires the pilot/driver to have a pilot's license, so it's less likely you'll have ill-equipped pilots.
As far as flying above the freeways...generally Freeways are not the shortest distance between two points. They zig-zag and have to go around geographic or other obstacles.

There have already been a number of flying cars developed. The primary setback is cost. The most recent model is very impressive but not cheap and still working to resolve engine failure issues.

yeah i know , in 1957 popular science said we would have them as well as nuclear powered stoves and a bunch of other stuff , who should i sue ,LOL. seriously though , all those above that said accidents and road rage were right , and getting anything heavier than air to fly takes gobs and gobs of energy.

Driver, behaving like they do on the ground and road rage being what it is, the result of their 'driving games (behavior)" would involve many more Innocent people on the ground. Not good.
