The possibilities are endless. One thing that I would keep in mind though, is that velvet is a dressy fabric. I would pick a top that is just as dressy.
And since the velvet skirt is full length, I would choose to pair it with a short top. If the top doesn't end at the waist, then tuck it in instead of leaving it out.
Think of a waist length satin cross-over tied blouse. In white, or gold, or silver or black. Every colour would give a slightly different look.
Or a lace fitted shirt/blouse. Again different colours would inspire slightly different looks.
Or even a waist length angora sweater. It would give a more casual look, but be dressy as well. White, pink, red, black.

A modern hippie look is pretty hard. Depending how obvious you want to be; for less obvious try some flared or baggy jeans with a T-shirt. The shirt should be, umm..., colorful, kinda small (not skin tight) and a little worn. Wear flip flops/ sandles when ever possible. A pear of nice round glasses or sun glasses always gives that nice Lennon look. In the end, long hair is a must (more so for guys than girls) and the attitude you present is very important. for the T shirt, tie dye always works! For the more obvious look, bell bottom jeans, tie dye shirt, a leather vest or a frayed t shirt cut in half to look like a vest (most likely a brown shirt). Try shopping at a lot of discount, thrift, or like good will stores.

It will work with cotton. I have seen people wear silk with velvet too, but i am not sure if i like it together. Just try on sweaters and shirts and see what looks best!!
