Not every house has access to the Internet. You'll need a modem, most computers are made with built-in modems nowadays. You'll also need an Internet Service Provider, such as AOL, MSN, Tiscali, NTL and so on.

There are lots of free trials out there at the moment, especially at this time of the year.

But some remote places may have to resort to expensive satellite systems.
Not all homes choose to access the internet, however, I have cable broadband, but the old lady next door does not have a computer, so in theory she has access but chooses not to.

At my elderly mother's house out in the sticks, even there I can access albeit only dial up

Well, the answer is an obvious No. A lot of rual areas are too small and too far away rom exchanges to be cost efective for the Cable companies to lay cables. BT phone lines are so old that the copper would degenerate the signal. One small village all clubbed together and paid for a satellite connection to a main server and their PC's are all networked. Way to go.

I don't think so but there is a government project to get it done. Ther internet is a great educational resource but poor people can't afford it.

No, about half do, but many people are too poor to pay for a phone line or to own a computer.
