For the US red means "danger" or "Important" (which is funny, as the human eye responds faster to green than red)

Because red is a striking color.
Yellow is too, but it can be drowned out.
Red, on the other hand, stands out and isn't easily drowned out and blended into the environment. Just like important things. Important things stand out.

red is the color applied to important buttons because it is one of the most conspicuous color and it belongs to the primary color; green, red, blue... so when you want to stress something or make it more noticeable they usually put a conspicuous color ^^,
