False. Cotangent is the RECIPROCAL of tangent ... that is
cot(x) = 1 / tan(x)
They aren't inverses, though. The inverse of tangent is the "inverse tangent" or "Arctan" function. This is normally written in a manner that looks like tangent to the -1 power.
