That kinda seems like an unfair comparison. Smallville revolves around Clark Kent and the man he'll eventually become. Clark hasn't even fully grasped his destiny (until the most recent episode anyway).
Superman on the other hand is a world known figure that stands for Truth and Justice. Clark Kent is his way of allowing himself to still live as a normal human, working a job that pays the bills, and lets him know right away when something big is going down that will require the presence of Superman.

Smallville...he's more of a well rounded Clark Kent. The Superman returns Clark Kent is like a dimmed down Superman.

Actor or Character?
As actor's Routh seemed a little more wooden, but SR was his first major film ad he was the lead. So I will give him some slack. While Welling has had 5 and a half years to work on getting into Clark's skin, and has an ensemble that could cover his shortcomings.
As Characters it is really a matter of comparing Pre-Crisis to Post-Crisis. Routh was cast as Pre-Crisis Clark who totally hides his true self behind his glasses. where as Welling is a Post Crisis inexperienced Clark who is still learning his powers, and how to use them and when the time comes to suit up, He will likely tone down his true self as Clark and Turn it up as Superman. The 1990's Lois and Clark series said it best in one line during the first 'Tempus' Episode. "Clark is who I am, Superman is what I can do."
Clark is the person, Superman is the disguise that allows him anonymity to prevent danger to his loved ones. Much like many consider Batman to be the true identity and Bruce Wayne to be his disguise, allowing other people in, so he doesn't go completely around the bend.

I actually like both, but as Smallville is on every week, that would be the favourite of the two.
