Most employers understand that you will not have any work experience straight out of school. Just put down family friends, teachers, or school counselors as your reference.

Anything that you have applied yourself on a regular basis over a few months will count. Any volunteering work, political lobbying, work for a non-profit, work in your neighborhood, whether in cleaning up yards, lawn mowing, babysitting, etc... If you really never did any of those, try citing some after school activities that you belonged to, some extra-curriculars that demand discipline and dedication. Have any of the people who can attest to any of those things write a reference letter for you. You don't have to have officially held a paying job before this one.
