Hmmmm, so many to choose from. Michael Richard's racist rant, the whole Tom Cruise/Brooke Shields debate, Paris Hilton's drunk driving arrest, and so many other's to choose from.
I would say however the biggest scandal would be Mel Gibson's alcohol-induced boo-boo. That set off a media fire-storm and it's still on going even months after the initial incident took place.

I think seeing Britt private parts I literally wanted to puke and I think that was the worst publicity stunt ever!! Also Richards was a killer but that turned out to be wonders for Seinfeld with their sales at 75% leap, but I think Britt stunt is going to harm her when she goes to fight K-fed in courts for those children..
