Could be both. First check the radiator to see if its blocked. Get the car warm and take your hand and place it on several spots on the radiator is there hot and cold spots? Also does the car heat up more when in stop and go traffic and then cool down when moving? This also is a sign of a plugged radiator. Also be careful when checking hoses on the radiator as the plastic tends to get brittle and crack after time. If yes you need a new radiator.If temperature is the same all over then check the thermostat. Easiest way is to just take it out and drive the car for a few minutes and see if it gets to hot. #1 those cars are notorius for blown head gaskets look in the radiator and if you anything that looks like milk and anything mixed together you need a new head gasket. #2 check the overflow bottle when the car is cold and make sure the waster level is at the cold fill line then take off the rad cap and if the water is not up to the neck fill it up just till it overflows then start the car and go back look at the water level 1 0f two things will happen the water will over flow or be sucked down if the water gets sucked down then add water till it looks like it will overflow then shut the car off (all this will take about 20- 30 seconds) put the rad cap back on and start the car for about 1 minute look at temp gage the cut off the car and remove the rad cap slowly there will be pressure (use a towel) but not enough to hurt you the water should be at the neck of the rad if not fill it up and check the oveflow bottle should still be at the cold line.

always replace the thermostat when changing a water pump but sounds more like air in the system, park on a hill pointing up and open the screw at the top of the thermostat until liquid runs out

Had one of these. Had the same problem after I changed my waterpump. Turns out I still had air in the system. Complete PIA to bleed the air out of those systems. Just keep bleeding it.
You may also check the thermostat. They are supposed to fail open, but you never know.

If you're asking, then you need to flush the cooling system - and change the thermostat just for giggles and grins. See what happens.
