The tidal bore in the Bay of Fundy (eastern Canada) can push water upstream. The Wikipedia article below lists several places on Earth where this happens.

In Hawaii there is a waterfall that the wind blows much of the water back up the mountain, and hence is called the upside down waterfall. The water obviously makes it down eventually.

Also in southern Venezuela there is a river that splits and never comes back together, one part going north and the other flowing south to the Amazon.

Gravity makes all water go downhill eventually of course.

A river will hardly flow up a mountain but if it picks up enough speed from a drop upstream, it is possible to flow up hill for a short distance using the kinteic energy (speed) it acquired from the previous drop.

Tidal rivers flow up hill when there is high tide - these can travel "bacwards" for 10's of miles as in the severn bore in south wales - this is splitting hairs and in normal circumastances then, no, water cannot flow up hill
