I am pretty sure that windows xp only allows you to make 1 copy as a personal backup . there should be instructions on the cd to do this. This is because of copyright infringement rights ,etc.
I tired to sell and outdated version of windows 98 on ebay,because I upgraded and the listing was removed because of copyright infringement,although I see many other windows versions being sold on there.
A regular copy program probably would not work. I hope you are not trying to copy this for sale,because the corporate police of Microsoft are out there ,believe me,and they are vigilant.
Any other cd's that I use for copying purposes such as personal music cd's that I made for myself I use two drives and the software,"Roxio Easy Cd and Dvd Creator". It is a very easy software and user friendly program to use and it is fast depending on your computer for copying purposes and making cd's and dvd's.
I save programs and picture files on dvd's,I use dvd's for lengthy programs that will not fit on a cd,dvd's have more storage space and I use dvd's for storage of programs along with making movies.

first which cd writing software do u have, lets assume its nero...
u go straight to nero burning rom. doesnt matter which version u have
when u open it , it shall give various options, 1 of them will b copy cd.
insert the original in the drive and tell 'im to copy.
the cd will b ejected once the image file is made in the hard disk and hell ask u 2 insert a blank cd
do that & JUST CLOSE THE CD ROM
burning shall resume, and wait till the burnt cd is ejected and the msg says burning successful.

the easy way is nero start smart. a cd and dvd burning program.
Note: you must have a cd or dvd writer. in order to copy a cd or dvd. ok open nero start smart it will give you a list of options. favorites, data, audio, photo and video, copy and backup, and extras. go to favorites the star. there would be a icon of making data disk and copy disk click on copy disk. open your rom and insert your cd. close your rom. wait a second then you will see at your righthand corner there will be a block with the word burn on it. click on it. and wait. remember your program will firs make an image. when it has completeted the image the rom will open itself ( there will be a note that will tell you to insert a blank cd in order for your program to start burn your request.) insert one. and close your rom. wait and your program will start burning in a fiew seconds your rom will open again. and you will have your copy. just close the pragram. it will open again it's normal just close it again. now isn't this step for step. it's easy and affordable.

its very simple...
install the nero software, and insert the the cd which you want to copy...
now, go to nero, select favorites, you can see the copy cd there, select this option,
after a minute, the cd is copied and the cd comes out automatically,
now take the old cd from the drive and insert the new cd, (dont do anything behind this..!)...
now the cd automatically starts burn...
