Legally not, but ppl are doing it, as far as I know:

1. needing a mod to the system hardware to by pass some checks.
2. copied to CD with reduced quality; I was told true PS2 discs are DVDs (1 DVD = almost 7 CDs worth)

You should already know the answer. Yes it is ok to buy a modchip and play games that you burnt and didnt pay the full price. NOT!!!! It is totally illegal hence the word pirated in your question!!! But use them anyway. POWER TO THE PEOPLE!!!!

You need to get a Modchip
Modchips let u play pirated games..
