U can tell the people that are fashion victims, those that fit in groups (i.e goths, sports freaks), hippies (those that tend to wear skirts over jeans), simple people (not in mind, but perhaps not too concerned about how they look) they could be wearing just jeans and a t-shirt.
I dont believe u can judge a persons personality through their clothes but it gives a slight insight into how they might be.
I like to wear odd, colorful, original clothes (a cross between kelis and nelly furtardo), or anything vinatage from the 80's- tops, dresses, original adidas wear (its my favourite era). I like to consider myself original and bright- in clothes and persoanlity

I just wear shirts and pants coz Im at home most of the time. That would mean im a laid back person, but not really, im just not into fashion coz I cant afford the constant change. lol!
