No. A univesity will not send out a transcript without your permission.

They can verify that you attended and verify that you got a degree there.

Why not? Its the company/business responsibility to maintain their integrity by hiring capable employee. Its similar for the court to secure evidence if it is necessary without the consent of the party.

no they cannot - they cannot request your disciplinary or academic records without your permission. there is a law called FERPA that protects your records. the only thing that colleges can give out freely is "directory information" - dates of attendance, if you graduated, if you were on an athletic team (if so, any stats that were published), your campus address (unless you asked them to not publish that). if they do release your academic records without your permission, they are violating the law and could face stiff penalties.

No. They can ask a college to verify you went there and what, if any, degree you received. That's usually all they are looking for anyways if they even take that step.
