After getting all 200 pokemon how can you find the pokemon JIRACHI (0_0)?

It was available on a special disk for preordering Pokemon XD, which could be downloaded to gameboy. Or it can be obtained through Pokemon Channel. If you have gameshark/action replay you can get it too, but its risky and can ruin your game.

You can't you must use an adpater to a pre-ordered Pokemon DX to get Jirachi ♥

another way to get Jirachi is going to a pokemon event. though those things are really rare and they come only to specific cities like every so years. but otherwise, yeah, the preorder for XD is another way to get it.
