ran into an old flame/bestfriend after a few years of not seeing each other. When he raved about his proposal date showed disapprovement and hurt of emotions of a great friendship. Got so caught up forgot to congratulate. Should I congratulate him >? do I apologize?

Wow. You should congradulate him. You still love him . I know you want him to be happy. It hurts to lose a loved one especially in an intimate relationship.Your man is out there waiting to be with you. Why would you want to miss that? Stay busy and confident of that. When one door closes another is opened. Dream big and know it. Be patient. Good luck .

Congratulate him.
Call or text him and say "In all the excitement I forgot to congratulate you on your 'proposal' - we must meet up for a drink one day".
This will show him that you are happy for him and that you want to be friends and hopefully, you will be a shoulder to cry on if things don't turn out for him as he planned.

I think congratulating him wouldn't be a bad idea and if you decide its in your best interests to get on with your life, just leave it as it is. He probably didn't even notice! anyway cheer up, there's no harm in being friends either if you want. just be yourself!

just send flowers are have him out for lunch...then play it off...tell him....you hope he didn't think....you did care....
