Yahoo! is the number one in terms of technology and experience in the banner advertising world. They are also number one in reach with over 500 Million world wide users (and yes they have more than google). I agree with the others that said banner advertising can be a costly investment up front, but with the targeting abilities graphical advertising is able to utilize and implement on your behalf can really make the difference on the performance of your campaign.

So Yahoo! really is a good place to start they can target your ads by Age, Gender, Occupation, Geographic region, and Behaviorally.

Also just to note and comment on some of the other answers - Google does not serve banner ads ANYWHERE. Not on You Tube, not on Google, not on MySpace.

There is no 'best place' to advertise, without knowing what it is that you are interested in advertising and who the product is aimed at
