I live in Texas, pay attention to politics and have not heard of any such law. I doubt it is true as a cursory search found no relevant links. You have no right to privacy when using corporate email accounts, this has been upheld in the courts, but do you understand what kind of burden this would put on employers given the amount of email sent in the average company daily? It sounds more like an Internet myth similar to the idea that the government intended to impose postal rates on email.

If you are on your companies IP, on their computer, that goes through their server they can check your email and internet activity all they want. You are on THEIR property. So they can be checking it already. Now being force to read each email is a little too much work. They might be saving/storing them or check ones for specific reasons, but not reading all of them. More than likely your co-worker has gotten some info and misunderstood.
