If you mean 10 minutes and 1 hour as 1h10m then that's (60+10)/60 = 7/6 hours.
If you are asking what 10 minutes is and what 1 hour is then 10m = 10/60 hours = 1/6 hours and 1 hour is just 1 hour.
Of course I am assuming you would like a fraction of an hour not a day or week or even year!

A fraction is a number that expresses part of a group.
Fractions are written in the form or a/b, where a and b are whole numbers, and the number b is not 0. For the purposes of these web pages, we will denote fractions using the notation a/b, though the preferred notation is generally .
The number a is called the numerator, and the number b is called the denominator.
1 hour and ten minutes is 70 minutes. One hour=60 minutes. So expressing the same in fraction would be 70/60 = 7/6. For understanding fractions refer to http://www.aaamath.com/fra.html
