California, Pac-10, 2 good teams
Michigan, Big-10, 2 good teams
Oregon, the upset state

If you mean right now, I would have to say California. Even though USC has been upset, that state is currently loaded with talent.
In the last decade? Then I would answer Florida. Even though I hate Miami
All time? My vote would go to Indiana. The game as we know it would not exist today were it not for Knute Rockney at Notre Dame (invented the forward pass). Purdue is also there, and both schools have a rich history of talent and success.

I have to say, every southern state. Sometimes they like the college team more then the pros. Look at Texas as compared to the Houstan Texans, much more tickets sold at Texas U. The south loves football.

Right now I'd say it's Texas. Florida State and Miami are both down with only Florida being successful, while California may have USC and Cal, but they also have Stanford and Fresno State.

California has the most college teams to choose from and the state is loaded with high-school talent.

My short list would include states where college football is KING and no other sports even come close...
1. Alabama
2. Nebraska
3. Oklahoma

Florida
FSU- Not a great year, but a great history
UM- Not a great year, but a great history
UF- Great history and going to NC
USF- Up and coming- beat West Virgina
UCF- Decent(For what they are) back in the Culpepper Era. Not so hot right now
5 D I-A schools. 3 of them are usually ranked. One sleeper and another iffy.
