The boiler has a theromstat, the wall has a theromstat, the radiator has a theromstat. If I want to set the temperature constantly at 20 degree, which one should I set? Can you explain the different use of the thermostats? I understand that the boilder would stop when it reaches, say 20C and run again when it falls below 20c, but my boilder does not restart, particularly in the morning. My boiler is a new boiler.

I would agree with Dennis A, except, you have a new boiler it must be a condensing boiler, this will be much more efficient if you turn the boiler thermostat up to maximum.
The boiler thermostat controls the temperature of the water going through your radiators not the temperature of the rooms, in theory the higher the setting on the boiler stat, the quicker the rads heat up, less gas is used in the long term.
If your boiler stat is set very low, the boiler will cut out relatively quickly, and will not come on again until the water temperature in the system has dropped.

I have never read such a load of crap as all the above answers.
In simple terms what you have is a system that is both belt and braces, meaning, when you have individual radiator thermostats fitted then you do not need a room stat at all, because they are both working against each other, the only way to gain an even temp. of 20c is to turn all the rad. stats up to max. then set the room/wall stat to 20c.
The stat on the boiler is a safety divice on the boiler to prevent the boiler from overheating and blowing up in the event of the system not switching off due to a failure with the room/wall stat,
this boiler stat should be set at no. 4 for winter and down to no. 2 in summer,

The boiler thermostat is usually set to maintain 160-180 F (71-82 C) water temp. This is the max temp of the boiler during operation.
When the wall stat is satisfied, the boiler shuts down no matter what. The wall stat controls the whole house comfort. This is the one you want to set.
The radiator thermostat controls only the room that its in, so you can closely control each individual room to prevent overheating. Set these as desired for each room. These stats don't control the boiler or pump, just the room temp for that radiator by controlling flow while the pump is running.

It sounds like it could be your room stat. If its a modern high-end model see if you can alter the hysterisis. Next time the heating is supposed to be on, but doesn't, try winding the room stat up. If the boiler kicks in then you need to change your stat, the bi-metal has gone hard..
boiler water temp should be set to about 60-80 degrees c, you propbably can't set it as low as 20c.
The room stat will turn off the boiler if wired correctly, but only based on the temp in the one room. It assumes the rest of the system is balanced properly.
The rad stats will just wind closed the radiator and so control the temp in each room. They will not turn off the boiler, they rely on the boiler turning off at its 60-80C
Personally, we don't have a room stat but have all thermostatic valves. They seen to work ok for our rather complex house. Room wall stats only work if you have a normal house with one or 2 main living areas.
Remember the whole system needs to be balanced with the lockshield on each rad to ensure the house temp rises evenly.

If the wall stat is correctly wired it disables the boiler stat. The wall stat will control the boiler according to the temperature in the room that the stat is mounted in. The rad stats give you more flexibility for individual rooms. You may find the programmer has a fault or has not been programmed properly for its on - off sequence in the morning

It is the room stat you should set. The wall stat is for room temperature, the boiler stat is for the boiler temprature, and the radiator thermostat valves are for radiator temperature. I would set your room stat to 25c. and that should help.

The boiler needs to be set higher it should not need to restart it should maintain its heat all night so set the rooms temperature to that which you want it should be ok look up your manual for boiler settings or phone the manufacture.
