Cheapest mode of travel from Chennai airport to Central railway station is Electric train. They may charge you at the maximum of 12 rupees.... (I donno the exact cost now).

Come out of Airport, the railway station (Tirusulam) to awail the electric train is opposite to Airport. Get a ticket, board the train, with 40 min you'll reach Central railway station. Just walk through the subway (to cross the road), you're now in Central railway station.

About Cabs, there are many like Fasttrack, Chennai call taxi, Barathi etc. Call Taxis started out by charging a minimum fare of Rs 30, with the rate going up by Rs 8 per kilometre after the first three kilometres. However, rising fuel costs caused a sharp hike in the rates, which now stand at Rs 30 for the first two kilometres and Rs 9 for every kilometre thereafter.

Decision is yours.... have a nice trip....

Just across the Airport is the Tirusulam station. You can reach the station via an underground walkway which goes under the highway in front of the airport. However the directions to reach the walkway are not properly given anywhere in the airport. Kindly ask someone for the same especially airport officialls may know. Catch a chennai beach bound local train and alight at PARK station. It is the very next station after Chennai EGMORE. Distance is 21 km and will take you about 35 min. There is a train every 10-15 minutes.Fare is Rs. 5 one way and return(same day) is Rs. 10 for regular 2nd class. For 1st class it is 85 Rs. One way. After alighting at park station, go to Chennai central by crossing the underground walkway which takes you across the main road which separates Chennai PARK station from CHennai CEntral. While Coming back, you may get confused between PARK and PARK TOWN station as they are very close by. Please note that PARK TOWN station is on a different line and will not go to Tirusulam. Enter PARK station. Take a ticket, cross over to Platform 2 and board the train towards TAMBARAM/CHENGALPATTU. Taxis will take around 350 RS for the trip approx.

From Chennai Airport to Central Station is about 20 KM & best option is to take Auto or Taxi from prepaid Auto/Taxi Booth located outside Airport. Beware If you are new to Chennai don't take auto by your own. They are big cheaters. They always go via longer routes only to get more money from your pocket.

Other options are :

Take a local train board opposit to airport from Tirusulam Station get down at Park Station. Just cros the main road by underground subway you gt Centrl station. (Very economical)

You can take state Bus also by coming to Main Road. Buses from Pallavarm, Tambaram to Broadway/Parry's cornar all goes to Chennai Central Station. But this journey will take maximum time.
