Hard to say in all of history. But in more recent times with harder figures (these are adjusted for inflation to 2001 US dollars in the following list of 3):

I guess you have to make a comparison between the richest man and the general population. Bill Gates has alot but at the same time there arent too many people far behind.....

I would say maybe old Egyptian Kings or English/ European royalty.......

All of their "peoples" were quite poor in comparison....
