Hard to say in all of history. But in more recent times with harder figures (these are adjusted for inflation to 2001 US dollars in the following list of 3):
"3. Cornelius Vanderbilt (1794-1877) — $100 billion
2. Andrew Carnegie (1835-1919) — $110 billion
1. John D. Rockefeller (1839-1937) — $200 billion"(1)
"In 1999, Gates' wealth briefly surpassed $100 billion making him the world's first centibillionaire (as measured in U.S. dollars)" (2)
However, this was a spike in Gates' wealth. The world's wealthiest currently stand as such:
"1. Bill Gates ($53.26 billion) USA Microsoft
2. Warren Buffett ($46 billion) USA Berkshire Hathaway
3. Carlos Slim Helú ($37.6 billion) Mexico Telmex"(3)

I guess you have to make a comparison between the richest man and the general population. Bill Gates has alot but at the same time there arent too many people far behind.....
I would say maybe old Egyptian Kings or English/ European royalty.......
All of their "peoples" were quite poor in comparison....
