Only a limited number of job categories have such a maximum -- like the police http://www.usajobs.gov/EI51.asp
You may be able to find a similar job in another agency that doesn't. For example the State Department Foreign Service security: I know that people over 40 have been hired as specialists; don't know for sure about the security staff.

Or, less seriously, you could do what Master Sergeant Doe did after his coup d'état in Liberia when it was pointed out to him that he was only 33 and you have to be at least age 35 to be president of Liberia: he went before a judge who declared him to be 35.

You probably know this but the 37 age restriction is only for law enforcement. There are plenty of jobs without any restriction. I just got a new federal job and I'm 52.
