They are mixed blood. They look mostly black but not quite and do not consider themselves black. They are "mulatto". A mixture of black and white.

Yeah, what NorCalboy said. That's why you might see a Dominican, Puerto Rican or Cuban who look either black, white (because of the Europeans) or Indian (because of the natives who where originally from the islands). The slaves who were brought to the islands influenced our food, music, religion (such as Santeria, which is a form of Voo Doo). It's also because of the Africans that we have our trade-mark big booties ;-D

Many Dominicans are of African descent, which historically was a result of African slaves being brought to the Carribean.

When the Spaniards came to the West Indies, many intermixed with the Africans, therefore creating a the interracial mix that you see. At the same time, many Dominicans are also of European descent (mainly Spanish)

Puerto Rico also has a similar flavor to it

Like most of the answers above, most are a mixture of Black African, and Spanish/Portuguese. The Caribbean Islands were populated with Black Africans from the worlds largest slave traders, the Spanish. So I do not know how "Doll Face" thinks the white man had anything to do with a Black & Spanish mixture of people?

The rule is usually if you have black skin, ten times outta ten you're Black.

With some Dominicans, however, they will fight you to the dawn claiming that they are Latinos.

But to their surprise...there ARE black Latinos.
