so it should be she'd

Honey, the sentence you have given is a passive voice.
she SAID that she WOULD do her best.
here said is a past tence. When you notice that, the auxillary verb(here, it is 'would') should also be a past tence.
so....... will+did=would OR she'd sholud come there.
the answer is "SHE SAID THAT SHE'D DO HER BEST".
