I am kind of obliged to buy a gift for my grandfather for Christmas (He gives me something every year, even though I don't see him much.) He's not really a "traditional" sort, so he is extra hard to shop for. Plus, I don't make much money, so I can't spend more than about $15 on a gift for him (I've budgeted myself, I can spend up to $15 on a gift for everyone on my list.)
A few years ago I gave him a nice pen and ink drawing of mine, one of my best in fact, but he never even hung it up, so I don't think handmade gifts are really his thing either. All he likes are guns, cigars and singing Mariachi music (I don't think he knows how to read music, he just knows how to play it. I also don't think he owns a music player of any sort.)
What can I get for this man??

Since he's into guns and cigars, get him a nice bullet or a cigar that doesn't cost more than your budget. Maybe you can even have the bullet engraved.

I would suggest : One U.S. Army knife, (It's an official current issue pocket knife) It has four of the most needed tools on a pocket knife (Knife, punch, can opener, screwdriver) it is made by "Camilus", a well known quality company, the knife is stainless steel so it won't rust, and "Battle Proven" (ONE TOUGH KNIFE) since 1938. a Swiss Army knife is much more expensive, and no where near as tough. $15.95 at www.brigadequartermaster.com, he'll use it a lot (Get a little clasp from a hardware store about $1, this way he won't lose it) It's a "guy gift" for sure, from 8-80 yrs old, every guy loves this knife, and will use it.

You say he likes cigars. Why not get him one of those things that clip the ends of his cigars. I don't know what they are called. You can probably check at a smoke shop or any department store.

Search under his pillow and mattress? may be you find your ink drawing there? Think positive! I don't use my birthday gift watch from my wife.It not that don't like it. because I treasure it. I don't want it to get scratched or damaged. He may not want your ink drawing get dusty and keeping under the pillow will get you closer to him! I suggest , you get him a book or magazine about guns or some music CD. If you can have them within you budgets or may you can spend a little more for him.
