It's a consequence of light speed being the same to all observers independently of their relative speed. This is a fact which has was predicted theoretically and later was verified experimentally.
This is only possible if time and length measures (speed=length/time) for each observer disagree with the others if their relative speed is not zero.
The equations that transform length and time measurements between observers (Lorentz transformations) would give imaginary lengths and/or time intervals and masses if some of the speeds involved were greater than the speed of light.
Imaginary numbers (multiples of the square root of -1) are not considered to represent physically meaningful quantities.
It can be shown, too, that casualty could be break if greater-than-light speeds are involved. That is, effects could precede causes for some observers.

The speed of light is the fastest speed because light is pure energy (specifically, electromagnetic energy) and all energy contributes to momentum. There are other types of waves, like gravitational waves, but again, these consist only of energy and therefore contribute 100% to momentum.
(BTW - this is not special relativity. Special relativity states that the speed of light is constant in all reference frames, which means that TIME must slow as you approach the speed of light. Also, Plank scale has nothing to do with speed - it's called quantum tunneling, but that is not a momentum, it's a phenomena associated with superposition. But it has nothing to do with momentum. Nothing can travel faster than the speed of light, and only pure energy can travel at the speed of light).
No atomic movement is another concept altogether. It has nothing to do with speed, it's a measure of heat/temperature. Absolute zero is when the atom has no vibrational energy - it does not impart energy to it's neighbors, and does not gain energy from the environment. Therefore, all vibration has stopped, which mean in effect it cannot get any colder - it has nothing to do with overall momentum (and yes, you're 100% correct - as long as there is no interaction with the external environment, that atom can be moving in space).

I think it has something to do with the geometry of the space-time continuum, and that its axes are not perpendicular. Light being the fastest speed is a basic assumption in the theory of relativity, which gives us the famous equation E = mc^2. Ie., light travels at the speed of light RELATIVE to you, no matter how fast you are traveling. From a practical standpoint, it can be observed that the work needed to attain a higher speed increases as you approach the speed of light. Again from special relativity, the energy needed to reach the speed of light is infinite; since you can't get infinite energy, you can't travel at or faster than the speed of light.

it isnt. look into quantum physics and youll learn that the so called laws of physics are completly changed at the "plank" scale. and that because of "entaglement" the speed of light isnt necesarily the fastest speed.
as for your "frozen atom" we have yet to reach or observe absolute zero. its ts a theary and is how we measure extremly low temps. but asuming there is an atom in space that is at absolute zero then not only will it not move at all but it would also be "stuck in time". so if there was an apperance of it moving through space, it would be because of space moving not the atom.

THEORY OF RELATIVITY makes light speed the fastest speed in our senses.and the theory of relativity emerges only from the logical consequences.
Maxwell's equations give speed of light its speed of 3 X 10*8
now Maxwell's laws are same in a moving bus, on ground, in a plane and in any part of universe whether it is moving or not.
so speed of light must be SAME from any moving frame of reference as on a frame at rest.
this is a very strange thing.if we see a moving bus from aground and find it going at 60 Km/hr then on a car moving at speed of50 Km/hr with bus we feel its speed only as 10Km/hr.
BUT speed of light dont behaves like this.its value is 3 X 10*8 from ground as well as from the car moving at speed of50 Km/hr because Maxwell's laws are same for car and ground.
so either Maxwell's laws are wrong or speed of light is same in any frame.but Maxwell's laws are found valid experimentally.so our second assumption is true.
but if speed of light is same in any frame then how fast we move it must be same.so it is the ultimate light for our universe.
but scientist E.C.G.Sudarshan of India have postulated that there can be particles which travel at a speed more than c.but they can never slow down to speed less than c and we can never meet or feel him.these bodies are called 'TACHYONS'
