It is true. A lot of dirt is grease based and so the hot water cleans this more efficiently by melting down the oil.

hot water makes your soap lather up better, and cold water rinses soap away better. *observation whilst doing dishes...*
and unless your going to boil yourself...i don't think it really matters; hot or cold.
