this question doesn't have a simple answer. there are several factors at play: agriculture, natural resources, money, internal political structures, external political structrures, climate. poverty isn't something that develops overnight. it often takes years (sometimes decades) of abuse of natural resources, political corruption, war, financial limitations, and international neglect to arrive at that point. Wealthy countries become wealthier in part by taking advantage of the instability in the poorer nations.

one could easily write a 20 page paper on this subject and still not have a clear answer.

In a sense, development is brought forth from the type of government is managing the country, and the country's level of natural resources, the economy of the world, targets countries where they can quickly build and have access to labor, resources, and other profitable margins. In my understanding, countries without the cleanest drinking water, is in need of a unification of people, and work towards creating a better country, rather than breaking it into segments as you see done in several African countries, that have been at war for many years. Their disputes are waste of time, and its fearful to bring a new structure to a country without structures set-up.

this is a complex question that is best answered in practical terms and not just theories. Therefore I would use the African context to answer this question, First of all the African continent was taken advantage of by their colonial masters in the worst form, while the continent is still trying to recover from all the years of colonial rule and slave trade, the leaders and rulers are proving to be worse than their colonial masters in the form of greed, misplacement of priority, lack of human development, no structures in place where the African professionals can exhibit their knowledge and expertize thereby building the continent that explains the brain drain syndrome, i.e African professionals going to Europe and America to contribute to those already developed economies rather their own. the bottom line is that the Government of the day in African countries are responsible for the lack of development witnessed today.

The countries that develop more quickly are normally the ones without dictators. These dictators are normally given huge sums of money to develop their country, which goes into their own pockets for things like armaments to keep them in power. At this point the rich countries pour more money in, thinking it will change them. IT DOES NOT

that is a question not many can answer. it is like asking "why me" when something nasty happens.
you might be disgusted at the "civilized world" for allowing poverty to continue in the undeveloped one, but also we should do more, there are many factors to take into account, not least of all, our apathy and greed, i suppose. if you are interested in doing your bit, you could try joining an NGO, or donating directly, or starting a charity, movement on your own; start a snowball rolling; it is easy to blame the developed world from the comfort of our own armchairs.
