i had the same problem, having my computer restarting not allowing me to main start page. i repaired it with my operating system it the worked. steps to follow:
1.enter the os cd/dvd.
2.boot from the cd/dvd.
3.press enter.
4.then f8, you will be asked wether to repair or to enter a new copy press R to repair.

I think such problem can occur during to many problems, including a severely damaged windows, or even to a damaged RAM, and even the RAM might have slipped out of it's slot alittle.
anyways, I suggest that you connect your HD to another PC (i don't think a beginner should do this operation, because a mistake will damage the HD or the mother board!!!) and take out all the important information to another HD, CDs, or DVDs.

start the system with win98 startup floppy disk .
then cheak the hdd with scandisk .
after finish scandisk restart the system and see what happen.
if the blue screen erorr agin occer the then the problem wIth THE RAM .
or
if u dont have data on the comp u can format the system .
but format the system in FAT32 file format .

reformat
it sounds like you either have a virus, deleted something you shouldn't have, some currupted files, or a hard disc problem
if you reformat and everything os ok thats good
if you reformat and still have the same problem it may be your hard drive
if you cannot reformat then it is your hard drive

The problem is with the OS. Format the drive which has the OS and reinstall the OS. Dont format other drives, since you ll lose your data.
If the problem persists, then you would have to change your Hard disk.
