I read this book back in 1991, I think. I'm pretty sure I got it through Scholastic Books. I've tried looking for it on their website but have had no luck.
The book would be classified as Sci-Fi/Fantasy. The main character is a teenage girl. She lives in a place where people struggle to keep warm. Maybe there is little to no fuel for fires, I'm not sure. There are priests who wear very brightly colored robes. I think the girl leaves home and eventually becomes a priest. She discovers a way to make herself warm through thought. She and another priest teach others how to use their minds to keep warm. That's about all I can accurately remember.

Not sure if this is the same, but your description reminds me of a trilogy by Moyra Caldecott-- The Tall Stones, The Temple of the Sun, and Shadow on the Stones... It's probably not, but these are good ad if you liked the book you describe you might like them.

OMGOMGOMG. I know exactly which book you mean. I couldn't remember the name, so I looked it up on Amazon.....and I still couldn't find it. But I do wish I could find it, as I now wish to acquire it for my own. Good luck!
