If it is based on a real person, who was that person? Is he a metaphor for an ideal?

In spite of many tales about disfigured clergies in medieval age, the personage of Quasimodo has a historical background in a monk of the XIVth. century in central France, who protected many women persecuted by Inquisition. Frenchmen writer Alexandre Dumas, an expert about history and religion, added the idea of a persecuted gypsy girl and wrote the novel "The Hunchback of Notre Dame".
The hunchbacks had an important social status in Europe, where they were considered like the eunuchs in Islam, or the disfigured persons in native American tribes: links between two worlds (respectively: health/disease, male/female, common/rare).

The book is called "Notre Dame de Paris", written by Victor Hugo.
Nothing to do with Dumas, son or father. It is not known whether it is based on any legend, the odds are actually against.
There are quite a few 19th century stories about medieval adventures, crippled monks, and beautiful women in distress.
It was a favourite topic at the time, and Hugo wrote another one, although probably the best in the genre.

He was a character made up by Victor Hugo in his book, The Hunchback of Notre Dame ("Notre-Dame de Paris" having been the original title in French.) It wasn't really much of a legend before that point.
