Yes it is normal, it is part of the recirculation system to keep stale air out of the interior of your car. You just normaly dont notice it because it is designed to have less airflow at slower speeds, meaning when there isnt a lot of pressure on the outside vent that pulls the air in, not as much will be moved. The faster you go, the more that vent is forced open and allows more airflow. Dont panic unless it gets to where it feels like your fan setting is on like 2 or 3 when its off. Then you might have a sticking vent flap in the dash.

It's normal. On some cars, the heater fan is wired to run on "slow" even when it's set to "off". On just about every car, high speed driving kinda pushes air through the ventilation system a little bit.
No way to avoid it, just set the vents to the vent you want, and the heater control to the temperature you want.

if the heat/vent/ac or hvac system is shut off you shouldnt have any air coming through the vents period. sounds like your fresh air door in the hvac box is stuck open a little, maybe something feel down in it. this is why you only feel it at higher speeds, it could even be a gasket is missing.
