I'm gonna disagree with all of you, putting the ball on the floor means turning the ball over. Dribbling is dribbling putting the ball on the floor is that he has turned the ball over, or lost possession.

Well, it can also mean he is a ball boy and the coach is telling the other coach that he can put the ball on the floor for the players to use. Just a thought.
