An icon is nothing more than a shortcut to a certain program in your computer. Right clicking on the icon and hitting delete or remove will indeed remove the icon but won't remove the program it was meant to shortcut to. If you want to remove the program go to your "control panel" from your "start" menu and choose "add or remove programs" from the list. Find the program, click remove and it will remove the program and the icons. If you dont want to remove the program but just the shortcut then right clicking and remove will do the job. The program itself will still be there.

right mouse click on the icon then select delete from the menu.. or click and drag the icon to the trash bin
