First thing change your fuel filter and get some gas dryer and put in the tank. Bad gas will make a car run like that.
As for putting in a regulator. If your car has a center point injection system (CPI) injection the pressure at the fuel rail will have to been between 65 and 85 psi for it to work properly.
If you have a throttle body fuel injection system the fuel pressure will have to be somewhere between 25 and 35 psi for it to work properly. The book says 15 to 35 psi but for better operation it needs to be at least 25 psi.
And for your future reference if you ever need to change a fuel pump GM has two different fuel pumps. One is a 65 to 95 psi fuel pump for CPI injection systems.
The other one it a 15 to 35 psi fuel pump for throttle body fuel injection systems.

whens the last time you had the fuel filter changed.you won't belive how much dirt is in the fuel , it should be changed once per year. i clogged filter will imped the flow if you have fuel injecters you need about 60psi at the nozzels.go to the auto store and get some dry gas which is really alcohol and it will absorb the water in the tank

first do a pressure test at the fuel rail. you may have a bad/weak fuel pump.

I don't believe that is your problem. You might want to have a good tune-up performed, fuel filter change and fuel injection cleaning.
