The second one ... rough pronunciation "sfincter".

First, is this really what you are focusing on instead of $700 billion bail outs, a multi-front war, and tax ramifications? That's sad. Very sad. Second, due to regionalism, accent, and dialect, "nucular" has been an accepted form of pronunciation for decades and is included as valid in a number of major dictionaries (and was even before Bush started the controversy over pronunciation). Third, even ex-DEMOCRAT president Carter, who has a degree in nuclear engineering, pronounced it nucular and no one cared then. AND HE HAD A DEGREE IN IT. You think if anyone could pronounce it "right" it would be a nuclear engineer. Fourth, I heard that northeasterner Biden say "idear" for "idea" a while back. Does that disqualify him as well under your petty system of semantic qualifications for high office? Fifth, is this really what you are focusing on instead of a spiraling national deficit, a weakening dollar, foreign owned US debt, and growing unemployment? That's still very sad.

The latter pronunciation is correct. Sfink-ter. The stress is on the first syllable.
