It depends on your school. Deans list is an honors list that college students get on depending on their GPA. If you're in a specific college/major in your school, they sometimes compare you to other students within your college/major.
For example, if you are in the college of "Letters and Sciences", the qualifications for being on the Deals List would be different than those in the college of "Agricultural and Environmental Sciences". Sometimes your school will pick the top 5% of students in your major and other times they'll pick a minimum GPA. You should see your college advisor to get the specific qualifications.
If you do get selected, there are the perks of putting it on your resume when you apply for a job and sometimes they even have quarterly/yearly dinners to honor those on the list. When you're a starving college student, free food is awesome!

Dean's list at my university is dependent upon the faculty you are in. It often isn't as simple as being at 3.5GPA.
In an arts faculty it is often easier to attain. It is often something like 3.5 GPA or above in your top 20 credits.
Dean's list at my university in my faculty (UBC in Canada) is 85% or above in your top 30 credits.
It doesn't always have to deal with your grade point average. Check the website for your university. It is definitely on there.

In most schools if you get something like a 3.5gpa you are on the dean's list. It's like honor roll.

I am on the deanslist...It is basically the honor roll like in high school...you just have to get good grades.
