I am not sure of what there is to do in Phoenix/Scottsdale/Glendale for New Years eve.

There will be city events everywhere as well as something at every bar, but you probably should think about getting tickets now. The below site always has good activity listings:

You know, I have a suggestion of what NOT to do. I went to Scottsdales Champagne and Chefs downtown celebration last year (same theme this year) and it blew. There was not much of anything to do, the pass that got you into a greater area of entertainment was a joke, it just made 2 more stages available that played crappy music. The glam rock cover band screwed up the countdown so it was not a true 10, 9, 8....etc. There were a lot of people drunk and puking in the streets, and other than walk around there was just not much to do. It was sucky.. So maybe try Tempe, that looks like a much more fun party with better entertainment

I would go to Mill Avenue in Tempe and wander from venue to venue. Should be nice.
