Daylight saving time?

Why is the daylight saving time done at 2 am only, why not at 1 am or 3 am?

22 they stop selling booze at 2 ......thats all i know.

So that when it is two and you are getting ready to leave the club, because that is usually when it closes, you get a nice surprise by being able to stay for an extra hour once a year.
