He was proven to have lied when Monica Lewinsky testified that they had engaged in certain sexual acts, and had DNA evidence to prove it. (Bill's sperm on the infamous blue dress.)
Frankly, the blue dress is the one thing that makes the conspiracy theorist in me think Lewinsky was put up to it by the GOP: otherwise, I cannot understand how she left the dress unwashed for six months.
