If you refer to "Who" as someone here on the physical plane, then the answer is no one.

If you refer to the higher plane; one in which God is the actively higher power, then anyone that God decides to move at the speed of light may do so. Lots of physics say no human form can survive the scattering of molecules required to travel at that speed and through the curve of time.

If you refer to Superman or some kind of comic book character or some kind of movie where the stars travel in time, then any super being or super star may do so, if it is written in the script.

I think you are assuming too much. I've never heard of Santa traveling either forward or backward through time.

Superman, now, can travel backward in time.

according to einstein,if we could attain the velocity of 186,000 miles per hour,it would be at least theoretically possible to bend the time/space continuim and travel backwards in time
