Their cages are right next to each others and they both sit as close as possible to each other and she sticks her head a close to him as possible. They have such weird body langauge towards each other. I know it seems odd but I'm completely serious. They sit "next" to each other for hours. It's so strange!

It may not be love, but they must like each other's company. That is very odd for a chameleon- they are extremely solitary and even males and females don't do that well together unless it is breeding time. I am not sure how social turtles are, so she could be wanted the companionship.
Could it be that that place is the optimal light source? Your chameleon has a high UVA/UVB lighting (I hope) which the red ear wants and the red eared has the water to increase humidity for the chameleon? That would make the most sense to me.

I have had red ear sliders. I recall them being attracted to any movement. They would follow a finger run along the side of the tank. It may be eyeing up the chameleon as a food source.

It is pretty unlikely- I'd be more likely to think that it is something like both hanging near a heat source.

But, weirder things have happened.

I think it is very possible. I have had a RES flirt with a green sunfish, and I caught my river cooter attempting sex with a rock in his aquarium multiple times.

I think that it is actually possible, but you might just be mistaken. this rarely happens, and when it does iit is usually only temporary. you are probably wrong.
