Use a soft cloth dipped with rubbing alcohol on it to remove the residue.

I'm uncertain about the residue on the disk. You might try just regular dish detergent and warm water to remove it. For scratches, though, I'd recommend a brass cleaning product called "Brasso". Follow the directions on the can, using a soft cloth and rubbing from the inside hole outward toward the edge...NOT in a circular motion on the disc. Once you've rubbed it all the way around, use another clean section of the cloth from the center toward the edge to remove the residue. That often works to make CD's or DVD's readable again. When I don't have any alcohol, I use my liquid hand soap. It'a a very mild detergent and hasn't harmed my cd's. Just make sure you rinse VERY well.
