I would like to write down their license plate and do something! Is there anything that can be done?

I live in southern california, which is like a tinder box. There is a huge fine for doing this, and I am hoping there's a way I can help enforce the law????

nothing you can do
the police have to witness the infraction. a person complaining or reporting who did it, is not evidence enough to do anything to the one littering.

You're going to have to catch this on tape.

Go to your favorite corner and wait with a video recorder, try to catch the act AND the license plate in one taping without scene changes or apparent cuts in the action.

Maybe register with your local police force as a citizen watch to give them a heads up.

In Cali, it is a misdemeanor, and has a mandatory $1,000.00 fine.
There really isn't much you can do personally. If they started a fire by throwing out the cigarette, you could turn their plate in to the police.
But I can tell you it is my favorite ticket to write. I have never had a judge dismiss one.

DO EXACTLY THAT. Get there license plate numbers and report them and where you saw them throw the cigarette out.If a fire started there they will be charged with arson.

well i live in south carolina and here we have a litter bug hotline. you call it when you see someone litter with their car make and model, license number , the time, and location, and what they threw out. i'm not sure exactly what they do, but it seems to have helped.
