CONTACT THE AUTHORITIES!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! An animal cannot speak for itself, if we don't, then who will?

You can notify the local ASPCA, if possible take pictures or video of the animals injuries when the owners are gone, and turn these in to whoever is in charge so they can make a good case. Also get as many other people who have seen the abuse to come forward.

I hate people that mistreat animals!! I would do anything and everything I could to help the situation. I've actually seen a puppy being abused, then they would leave it out in the front yard (in town!!) and let it run around. So one day, me and my friend stopped and picked her up. I've had her ever since. She's the best dog ever!!
I have also called the police before....

The best thing for you to do is to call your local Animal Control office. They will do all the investigations to find out what is going on. They will keep your information confidential so there is no worry in doing the right thing. Please speak up for any dogs or any animal at that, because they have no way to voice their opinion and you could possibly save it's life. Do the right thing.

If I seen it happen, call the police immediately! Animal cruelty is against the law!! If I didn't see it, I would call the humane society to alert them to an injured/killed animal.
